Sourcing vs. Full-Cycle Recruiting: Which Offshore Model Fits Your Staffing Firm?

When US staffing firms consider offshore recruiting support, the first question is usually about scope. Should the offshore team only source and screen candidates, or should it run the full recruiting cycle? There is no single right answer. This article explains both models, their pros and cons, and how to decide which fits your firm.

Model 1: Sourcing and Screening Support

In this model, the offshore recruiter focuses on the top of the funnel:

  • Searching job boards, LinkedIn and your ATS for matching candidates
  • Reviewing resumes against the job requirements
  • Making first contact to confirm interest, availability, rate and work authorization
  • Passing qualified, interested candidates to your US recruiters

Your US team then handles submittals, client communication, interviews and offers.

Best for: firms with strong US recruiters who are spending too much time searching, firms new to offshore support, and desks where client relationships are especially sensitive.

Model 2: Full-Cycle Recruiting

In a full-cycle model, the offshore recruiter manages each req from sourcing through to placement support:

  • Sourcing, screening and qualifying candidates
  • Preparing and sending submittals in your format
  • Scheduling interviews and preparing candidates
  • Following up on feedback and keeping candidates engaged through to start date

Your US team keeps ownership of client relationships, rates and final decisions, but day-to-day req activity is handled by the offshore recruiter.

Best for: firms with high req volume, repeatable role types and well-documented processes, or account managers who want to sell more without also recruiting.

Comparing the Two Models

Sourcing and screening support is quicker to set up and keeps your US recruiters firmly in control. It is a lower-risk way to start working with an offshore team. Full-cycle recruiting frees up more of your US team’s time and can handle more reqs per person, but it relies on clear processes and a recruiter who understands your clients well.

Many firms start with sourcing and screening and move to full-cycle once the offshore recruiter has learned their clients, tools and quality standards. Because a dedicated recruiter works only on your desk, that progression happens naturally.

Questions to Help You Decide

  • Are your US recruiters mainly limited by search time, or by the number of reqs they can manage end to end?
  • How standardized are your intake notes, screening questions and submittal formats?
  • Do your clients expect to speak to the same recruiter throughout the process?
  • How many of your reqs are repeat role types?

If search time is the bottleneck and processes are still evolving, start with sourcing and screening. If req volume is the bottleneck and your process is well documented, full-cycle recruiting will usually deliver more value.

Try Before You Commit

The best way to decide is to see the work. A short pilot on live reqs shows you the quality of candidates and submittals before you choose a model.
